He's not wrong, you're just confused. The Himalaya presets are part of the new 127 presets added to the core Factory bank, which is located exactly where he pointed you to.

Note this from the latest release notes:

"127 additional factory presets. Please download the presets from the preset section if you have installed an older version of the plugin."

This refers to the Factory bank, newly expanded, including the ones by Himalaya. Got it?

The plugin 'creates' the presets if it doesnt see a preset folder.
So you either have to remove the preset folder, be careful if you have non factory presets, or download the factory presets where people have been telling you to do so and drag them into your preset folder.

I think the delay effect should be cut off immediately when switching presets.

That wouldn't work for people who do program changes.
