Years ago I knew a rapper that made an album in Cool Edit Pro. He recorded vocals using a cheap clip-on lavalier mic into his soundcard. The drums were hand sequenced one shots. So yeah all you need is a basic audio editor with recording functionality to make music. Midi is a luxury.

Anybody here ever game for discovering new, potentially useful features - modular, generative midi effects for example?

The question is too wide open. People have been suggesting trackers, wave editors, lite versions of DAWs, and VST hosts, which IMO should all be excluded.
IMHO, the DigitalAudioWorkstation that has the least features (or to put it another way, is the Least Bloated) is Multitrack Studio by Bremmers Audio Design. (There are three versions, so I'll suggest the full, pro version):
