Is there any other phase alignment tools beside the one from ForwardAudio? It just goes down to 1 sample and one need to register and to use a reg-file to use the plugin.

What's out there????

None that works as intuitive and easy. Their TimeAlign plugin has incredible subsample precision though (and a group mode which I use for all the drum groups or l/r groups). As a registered user you also gain access to their other free stuff...

IR packs + the early access version of their IR designer (my mistake, I think this is not available for new users anymore since it has been already released).

Maybe the Phase Correction section of this plugin is useful to you? I think it may only be 32 bit though ( not sure ).
From the product page here at KVR it says :-
Phase alignment:

Analog style step-less signal phase corrections.
Detailed options for adopting phase response curve regarding polarity, frequency center and width.
Additional digital signal delay option.
Phase control switchable to channel 1, 2 or both.

The free Voxengo Sound Delay works well if you just need to move stuff forward. Personally I still prefer the age old method of manually moving stuff around in the DAW.

You're mixing up phase alignment and time correction, as many people do.

Not really. While I understand the logic behind what you're saying, time aligning also effects phase and generally is how most people are performing phase adjustments.

It is true that time alignment affects phase relationships, but it is not the same as phase rotation, as achieved by allpass filtering. It is perfectly possible for two parallel sounds to be time aligned, but still out of phase with each other.
This is, for example, why plugins such as Voxengo PHA979 have separate time and phase alignment sections.

My personal favorites are the above-mentioned (paywares) PHA979 by Voxengo (for full bandwidth phase rotation), coupled with SSL X-Phase (for frequency specific adjustments) or Kilohearts Disperser (for more creative tweaks).

The Maat and Flux are also fine, but I miss the A/B comparison switches on them, which to me are vitally important when rotating phase and comparing results.

As I said, I know that.

Change the timing of some tracks on a DAW and tell me that is not adjusting the phase. In practice you'll find many (I'm willing to say most, but I won't) pro's use this as their primary phase correction technique, often with a plugin like eventide precision time align (since that's a common one to use in pro tools). Back in the day they would use a delay to do the same thing. You'll see way less people using actual phase adjustment tools as you describe.

Note: I'm talking about time adjustment, not specifically time 'aligning'.
