Playing With Time on One Track

Hello All,

I am working on a song that has a heartbeat as one of the tracks. I want to speed it up and slow it down independent of the BPS of the song. Would anyone know of a plugin to do this? I prefer free or cheap but am not averse to a paid product.

Reaper on the timeline, use automation envelopes by velocities or even pitch would be interesting.
