I don't know many but the new LouderThanLiftOff looks to have one, IK's Equal has a Tilt EQ as one of it's band choices, don'r know about Neutron.

Then there is the FREE Elysia Niveau Filter. At least I'm pretty sure that is one as well.

I sometimes use the linear tilt in SlickEQ GE or SlickEQ M. But generally it seems safer to use a good broad shelf EQ with auto-gain: the effect is similar but it limits the effect on extreme frequencies.

Any Tokyo Dawn EQ will do this nicely. The air and sub bands in Luftikus can also work well for a more dramatic effect.

+1 on the Softube Tilt EQ! Sounds great and is very light on CPU usage, so you can use it on many channels.

That's right, the Softube is definitely not transparent.
I had also tested the Tiltshift from Goodhertz, which is very interesting and I particularly like the GUI. What I don't like at all is that the curves are linear (no shelf filters).

AudioThing Things Tilt is one I've been digging recently. Tilt plus LPF and HPF, M/S and soft clip saturation.

I dont remember softube’s tonelux having any saturation. I have a license but uninstalled because of it being clean.
