If you have a Time Machine backup, migrating from that would be the easiest. Or clone your internal drive to an external one.
I don't know if target disk mode is an option with the M1 Macs. You might need an adapter.
Update: Target Disk Mode should work, but you may need a Thunderbolt adapter to be able to connect the iMac to the Mini. See here. Ignore the section about Apple Silicon. That's for running the Mini in TDM. You want the iMac in TDM.
