What is the closest thing to SAMPLR (iPad) in the VST world?

Iris doesn't even come close.

Different plugins for the different modes, really. Most samplers will cover the slicing and one-shot modes. Your DAW should be able to handle time-stretched looping. The harder one to track down is a suitable granular synth, but there are quite a few options out there if you search for them.

Pigments has both sampling and granular modes. Reason's Grains is pretty fun to play with too.
