Are those controls at the top just mid/side EQ, or something else?

I won't know how to explain it in technical details, probably someone here will know better. But as far as I could understand the center in reality, there are sounds produced in the two boxes that generate the "impression" of the center, which plugins like waves do eh generate a center and manipulate it. But at the point of knowing why this is different from the mid/side, I can't answer... But I can say that the results it generates and the collateral artifacts are different in the two processes...

They direct the bass and treble totally to the center or to the sides, thus allowing a greater control not only of volume, but also of frequencies...

In simple words:
Normally when you work with mid/side, when you're changing their proportions, you're getting wider or narrower stereo. This is why m/s is used in all kind of "stereo enhancers".
In case of Waves Center, when you're changing proportions, the width of stereo signal stays untouched (it's not making wider or narrower stereo) - but you can change perceived loudness/volume between signal in center and sides.
