Is there a plugin (preferably free or cheap) that creates a keygroup for a sample?

From what I understand, creating a keygroup, for a given sample, generates audio files for every pitch in the octave of said sample.
So if the sample is in the key of E, it's keygroup is that specific frequency of E, and all the other notes that follow it, up to the next frequency of E.

Ah yes, I see.
What you are looking for is a "sampler".
Every so called "sampler" does exactly what you want: It
creates keygroups automatically, so that the sample can
be played back in the different keys. Of course, you
have to define the range of every keygroup: Only some
keys, one octave, more octaves etc.
The most famous samplers are "Native Instruments Kontakt"
and "Steinberg Halion". Their price is around 400 $/€ -
and they can do very much more than only assigning
samples to keys.
The most famous free samplers are "Sforzando" and "Sfizz".
Also these both can do very much more than only putting
samples to keys.
But there are many others, here's a list: click me. Of course,
you can also do a google-search for "audio software sampler".
You will find innumerable samplers there, all of which have
different strengths and weaknesses.
