Is there a dynamic eq that can...

You need something more surgical than a simple dynamic EQ. Look up and try MSpectralDynamics. It's not meant for beginners...it's rather deep but does exactly what you asked for, both surgically and loosely.

I use this all the time to duck in-between frequencies, meaning, the least amount of energy is attenuated so the competing frequencies with limited energy bands have the best chance to "poke" through. This is good for vocals and piano, or vocals and guitar, or low synths and kicks. Melda makes this exact plugin. Wavesfactory's Trackspacer is kind of like the little sister of MSpectralDynamics. It can work well but what the OP is asking for, I'm assuming, is a surgical tool. Trackspacer doesn't appear as surgical as MSpectralDynamics.

Using Trackspacer but Ploki you've reminded me to try Soothe - I imagine it gives you far more control and probably sounds more transparent. Trackspacer is easy to setup though which is great.

This is exactly why I lean toward MSD, because I can tune transparency with precision using the Spectrum matrix (controls which influence other controls) in the Edit tab. It's so good that it's like nothing was used on the track but you can hear and bring up what needs to be up front...without using saturation. Of course, saturation is another topic...but you can use MSD before applying saturation to whatever it is you want standing out.

Trackspacer is a good suggestion, but coming from experience in buying plugins over the years...I try to buy once. MSD can do Trackspacer but not the other way around. Soothe is another fantastic plugin. I own that one too. I don't own Trackspacer but from what I see on the demos, it's something that I already have covered. Though, for the OP's purposes, it could be more than sufficient, taking the last few posts into consideration; however, what he describes as a request seems like he wants to address individual frequencies and not bands. Maybe I'm interpreting wrong.

About that CPU usage for a simple drag and drop of instances of both Soothe 2 and MSD with init settings. I had to turn up the main dials to increase the effect so I can see something happening which I noticed did not affect CPU performance in case you're wondering why Soothe 2 and MSD are cranked up. See the CPU bars at the bottom of the left third of each image.

You guys can draw your conclusions. I ran CPU analysis with MSD and it's using approximately 1.85% CPU on a single core for the project shown above; so logically, Soothe 2 is less but there is no analysis function built into Soothe 2 so I can't tell you how much. I could have used Windows CPU analysis, but that takes into account many more variables, like GPU performance (and Soothe 2 is pretty looking)...and I know how eager the villagers here are to attack anyone that speaks "technical"...so I'll just leave that as an exercise for you all. Lol. So, yes MSD is a little bit more CPU intensive but not by much. However, I can say, take this with a grain of salt, it can sound better when you have something really complex to deal with. It is built like that. For simple tasks and extreme tasks that need surgical manipulation. Soothe is great, but it is not as surgical. Obviously, if you mess with Extreme settings on both plugins, which they both do equally well...from my ears, both almost sound the same BUT...you have way....way more control with MSD. I will say...in some cases, Soothe 2 sounds better, and in other cases, MSD sounds better. For that reason, I have both. It's not a matter of which is better, it's a matter of what works. They both do. Pricey, but...it's a small price to pay to get paid.

Also Smart:Comp has a spectral ducking mode that works very well for this.
