Using MB-7 for VST virtual instrument, but it appears it is not picking up MIDI

I am using an Instrument track in Pro Tools 2021.6.0,
load up an instance of BlueCat Audio MB-7 to instantiate GeForce ImpOSCar 2 (VST)
but it does not seem to be getting MIDI info
I loaded a Virtual Instrument (AAX) on the same instrument track with out MB-7 and it received MIDI just fine.

I don't think that is what MB-7 is for. It's for processing audio, not to host instruments. You should try Patchwork instead:

MB-7 can host virtual instruments. In fact, I purchased it because I own impOSCar 2 from GForce, and they recommend the VST wrapper MB-7, or Patchwork to host the synth VST. It has worked in the past, but now it is not but I am on a new system (M1 Mac mini) and I'm not sure if this is an OS issue.
I really don't want to plop down another $99 to get Patchwork if I don't need to.

PT is not unusual in that the architecture of channel types doesn't provide for note-ons to FX. In some hosts there are workarounds, some not, don't know PT.

This is actually something that was changed at some point in Pro Tools (maybe PT12): plug-ins in the "Other" category such as the MB-7 Mixer plug-in are now affected by PT's "Dynamic Plug-in Processing" feature: if the track is silent, Pro Tools will stop processing these plug-ins (even if an instrument is loaded inside).
That's one of the reasons why Patchwork has an instrument version ("PatchWork Synth"), and it is not affected by this issue.
You can however disable this feature in Pro Tools' options and it should work for you as expected.
