Im doing little experiment here.
looking for a plugin or software that can change the voice timbre.
I’m trying to create a choir out of 4 voice parts sung by a same person.
( Just changing the formant is not enough )

Izotope Nectar has a harmonizer feature that does this. I have Nectar, but haven't tried doing this with it, so I can't tell you how well it works

Not a choir, but I simulated mob vocals for one of my songs recently (the "rush rush" part in the chorus).

I think I actually recorded it four times, put them all on the same track (or they could be buss'd together), then I sent them to 2 two sends. I then used Little AlterBoy from Soundtoys to make the send groups different from the original group. I pitched one group slightly up, and one group slightly down, ending up with 12 voices. It didn't come out too bad.

I think Melda's MUnison is still the best I've heard for this type of thing. Try the 'ensemble' and 'multitracking' presets and have a mess with the settings - plenty to vary; pitch, delay, formant, no of voices, stereo field etc.

The best results I get when I try to do this kind of task is by duplicating as many tracks as you want, then manually cutting small phrases, setting a different offset between each phrase of each track, slightly changing its formant and pitch using Melda MTransformer, and adding a small drift effect (I use Tesselode Flutterbird). I'd also recommend VoiceOfSnow to slightly change the noise "colour" of every track. Every automatic effect gives a sense of blurring I dislike.
But for fast results I'd choose Cloner from Cubase or MUnison also.

Melda's MCharacter sounds like a proper candidate for that kind of job.

It's very powerful but I don't exactly know how much of a difference you wish to create between those voices.

just to clarify, I'm not looking for harmonizer, I already have 4 parts recorded, but each part is single voice. I need to multiply each part to more different sounding voices, NOT to create different vocal parts from one part.

Use Melodyne and tweak the formants. You'll need Melodyne Assistant or above.

Try Antares Harmony Engine (one of the few plugins you can still buy outright from Antares) for 4 additional voices, and it's got the 'Choir' plugin built-in so you can route any of the four (pitched or unison) voices to another 'multiplier' to create up to another 16 voices with varying vibrato, time and pitch values.

Since you own Cubase: have you tried the included Cloner plugin? It can create up to 4 “extra” voices with pitch and time modulations.
