I would build a Ryzen 5000 PC, they are faster and have better thermals than Intel.

Prior to the 12900k, Ryzen 5xxx series were faster than Intel.
The 12900k with DDR5 bests the 5950x in both multi-threaded and single-threaded performance.
I've got both... and have run benchmarks as well as audio tests.

A word about "thermals":
The 5950x requires significant cooling... and has rapid core temp changes.
You can get it to be consistently quiet... but it's more complicated than something like the 10900k.

12900k (cooling wise) sits squarely between the 10900k and 5950x.
10980xe (cooling wise) is similar to the 12900k.

If you're after high-performance (the whole reason to use one of the above CPUs), forget about air cooling.
There are 1001 water-coolers... and many are noisy (both pump and fans).
Most gamers simply don't care...
If you don't start with a quiet water-cooler, the machine will never run quiet.

The Kraken X63 I have, its really quiet until on full blast, then its a bit noisy but no where near as bad as the Corsair AIO i had before.

Kraken series is fairly quiet.
You have to look hard to find something significantly quieter.
Ideally, I like to see pump noise ~10dB. Most are significantly louder.

BTW, With both set extremely quiet, 5950x idle temps are higher than the 12900k.
Both are excellent performers...

The Kraken is really quiet when you aren't hitting the CPU hard. But when its going all cores, the fans are noisey, but then 2x140mm fans arent ever going to be silent.
