Set Step to 100%. Various selectable shapes for each individual step and a smoothing parameter gives you plenty of control. And there's randomisation for inspiration and lucky accidents. You have to download the whole bundle of freebies, no spearate installers for each individual plugin for technical reasons.

I picked up WA Productions Dodge Pro for $5 I think just to get another plugin free at PluginBoutique but it turns out to be a very capable volume modulator.
You can draw pretty complex modulation lines but also use its multi-band feature to, say, leave the bass alone, slow modulate the mids and have a faster flutter on the high.

MTremelo in the Melda free bundle with the upgraded features (making it not free.....still cheap though and with much more fun tricks). You actually don't need the extra features to draw your own modulation shapes I don't think. It's been a long time since I've had the Total FX bundle so I don't remember what exactly is left out in the free plugins besides oversampling and some of the stereo/ Mid/Side etc routing options.

If you use reaper, you can create your own by using volume automation items. Make one bar of what you want, then just drag it out until you want it to stop. Maybe other daws can do this too
