I'm not very familiar with Accusonus Voice Changer, but Devious Machines Pitch Monster comes to mind.

it's a pretty simple interface, but not much that can't be done in many other ways. A free convolution or a cheap one combined with something like izotope vocal thingy, or maybe just Speakerphone 2. sounds like some vocoder fx and frequency shifters running into a multi effect and then into a convolution. If you need it for vocal post production for voice over work then there is a nice vocal effect that can change your voice in many more complicated ways, but it's very expensive and I can't come up with the name off of the top of my head. They also make a "gun sound" maker.
