Well, MTransformer by Melda would be the closest I know...
You can also modify pitch, formants (with better quality imho), and do those kind of smear effects.
For modulation stuff, you'll have to dig deeper though, but it's definitely possible.

It's a PSOLA real-time thing and there aren't many of those. I was looking for things in the Manipulator territory and ended up with Pitch Monster, which is good the grand electronic voices, but if you want to go mental, you can't really. Ni Form goes into that territory as well but it's not real-time.
