What is your favorite sample manipulation software . . . extreme stretching, twisting, slicing, editing, etc. Why?

In that case, Reaper is good for editing samples. Kontakt is good for its pitch shifting and time-stretching. Melodyne for vocal stuff. For messing sounds up, Granular is always fun - pigments/falcon. Paulstretch does extreme stretching. Devious machines Infiltrator is good for twisting things up.

I used Paul Stretch years ago. Is it still viable? Updated? Working on new systems? There was another extreme stretcher, but I can't remember . . .

Audacity. Yes. But just in a very reduced form. You can check out the newer PaulXStretch plugin (free). Not very Mac friendly though.

Renoise (and its VST counterpart Redux) is my favorite Sampler for messing with samples. It notably lacks modern time-stretching, though, so if that's a priority it wouldn't be first choice. But the Sampler Editor page has a great layout -- very fast and intuitive for all the standard editing functions. Then you've got the Modulation Sets and FX pages, which is where you can get really wild. I find it very fun and slick (not to mention powerful), but I realize it's not everyone's cup of tea. I really like how "controlled" it feels: you can get wild results, but it's through a clean, intuitive process.
