  1. You enter the Download Access Code for the upgrade into Steinberg Download Assistant, which grants you a 'verification pending' licence for Cubase 12 in Steinberg Licensing, valid for 30 days
  2. An eLicenser upgradetransaction starts, which upgrades your eLicenser licence to Cubase 11 (not upgradeable) for the relevant edition
  3. The completion of the eLicenser transaction upgrades your Steinberg Licensing licence to perpetual validity
As noiseboyuk says, the (not upgradeable) eLicenser licence remains valid for Cubase 11 and earlier. It cannot be used for another upgrade and cannot be sold or transferred separately from the Steinberg Licensing licence (though, at the moment, there is no mechanism to sell or transfer licences on Steinberg Licensing).

When you upgrade from 11, there is a process where the installer opens eLicenser, and then it changes that license to "non-upgradeable". So the old license still works for all legacy stuff, but you can't sell or upgrade it.
You could probably sell the dongle/license to someone as long as they understand that they'd never be able to update/upgrade it, and that at some point, the old servers will be gone.

Probably totally of the subject but,
I have placed my Wavelab essentials activation on my usb dongle and according to Steinberg once it’s done you can’t transfer dongle licence to “soft” hard drive based licence :(
Wtf..?!
Any ideas, solutions?
PS; Wavelab essentials doesn’t require dongle to begin with…

No. It's simply not possible.

You mean Wavelab Elements though, don't you?

The next Wavelab Elements version surely comes with the new licensing system. Doesn't help you now, but, they usually have sales, where you can get the upgrade for, like, 19 €, if you're on the current version.

ok, thanks guys.

Keeps telling me elicenser won't automatically open, please download latest version of elicenser, which I have done, and it still doesnt work.

Any ideas ?

I don't think I had to open the elicenser at all.
Seemed to me they had updated and streamlined the process since release.
Steinberg Download Assistant (which, btw, is literally just a graphical front end for the open source downloader program Aria2) shows all downloads. In other words, even for someone who doesn't own anything, they'll get to see Cubase 12 as a download option. Of course, you'd still need some sort of license to run it.

If you're upgrading; the "prompt" you saw was likely it launching eLicenser (in the background) to change the name of the license, on the dongle, to make it known if that license has already been used to upgrade. I think Steinberg hinted, however, that they may "streamline" this process for future upgrades (likely only requiring to see the dongle once rather than the multi-stage affair of Cubase 12.. )

If the process is not working for someone then it's not enough just to install the latest eLicenser. You must launch eLicenser and allow it to perform a maintenance task. This will check the account and, if your Cubase 11 Pro license was registered during the "grace" period, it will mark it as being upgradable. Hopefully this should then allow the upgrade process to work..

I needed to run the download assistant at an administrator , that's all I needed to do to sort it out.
