I'm not sure, but i think Cakewalk can.
I only did an articulation map to see if i could and it looked as you could adjust some settings.

Yes, Cakewalk has it and you can import articulation maps from Cubase.

In REAPER you can use Reaticulate (external script) but it’s kinda difficult to make the maps themselves.

There is a third-party one for Logic.

VSL worked closely with Studio One on this. Originally a Cubase thing.
