Both books are available for free in MS Word format from the authour's website. There's also a link to an online version of the Fripp book.
I didn't see anything about converting or redistrubuting being no-no's, but since he's giving them away I don't think he'd bother to sue.

Hey thanks for the fripp links! Always been a fan of King Crimson. A band that seem to always re-invent itself in some unpredictable form.
