Valhalla obvs a good one, and they have their Room reverb. But TBH their Vintage Verb is plenty good enough for me for most short reverb stuff. VVV covers most bases. I never used to use ambience reverb much, but getting into it much more nowadays. Especially if you want smaller spaces on percussive stuff...ambience works well. As already mentioned, plenty of good IRs available. I think it was AnX that mentioned the Bricasti IRs...def some great ones in there, and there are loads of short/ambience IRs from units like Lexicons and TC (I didn't much like TC reverbs but they excel at short and small spaces IMO) - it can be surprising how good some of those can be even if you just shorten the reverb length even if they're not originally small spaces as such (not halls & huge spaces though...).
TBH anything that does early reflections well and that lets you balance or even get rid of the tail vs early reflections. I'm sure there are loads of good early reflection plugins available, but Valhalla do it so well and such a good price...I never even bothered searching elsewhere.
Already mentioned - Liquidsonics Reverberate CM with some quality IRs off the net....all for free.

Phoenixverb. You already own it. Buying another reverb is not the solution. Spending a few days reading the manual and experimenting will get you there.

if it hasn't been mentioned and you're still ok with vst2s then the recently freed Audio Damage Adverb is still a goodie in my book, I like what it does with percussion too, handles it gracefully.

I've never used 2 so can't comment but surprised how much I liked Adverb, now using it regularly alongside phoenixverb, VVV, Orilriver etc.

I'll second the SP2016 recommendation for the Room algos specifically; it sits in the mix really well. However I usually try Seventh Heaven (Bricasti M7 emu) first—the Ambience folder, for that "felt but not heard" request earlier in the thread. In Chambers 1, I have favorites like Sunset Chamber (great on acoustic instruments especially percussion) and Fat Chamber (warm), you'll find you gravitate to a couple. In Rooms 2 (Pro only), Small Wood is my go-to for an intimate space.
Like kritikon said it really is about early reflections (ER), especially for shorter reverbs. The first couple bounces from the walls pack a ton of information as to how far they are, how they're angled, what kind of materials they're made of, what other stuff is in the room, before it diffuses. If you have the option to remove the late reflections (LR) entirely, do so, and listen to how the ER alone places your material spatially. Then listen to the LR alone and note what's missing.
If you care more about saving money, most competent reverbs that are particular about ER with ambience and room algos can often be massaged, so look to ones with shaping options. Use a parallel lane or send so you can EQ before and after (and do other processing) if the plugin doesn't have it onboard. Ultimately reverb is a matter of program material and personal taste so if there is a demo take advantage of it.

Dude: Level is Volume. Send Level, what you call "how much of the original track is sent" -- what do you think that means, "how much of a track?" It means LEVEL, which absolutely effects the resulting VOLUME of what is heard, how many times do we need to repeat this for you?
There is no magical property of 'track content', as you seem to think, re: "a send level is how much of the original track is sent..." where apparently you believe what is sent is a magical property of 'track-existence.' Please, pause and be willing to learn something here: there is only Level. That's what gets Sent. X amount of the LEVEL of the track.
