Renoise is indeed fast for this.So it would need to have a decent UI, an audio editor and the ability to load vst and to quick print, freeze, bounce, render the treated audio sample. Thanks
I don't know Live, but these things are easily achievable in pretty much all DAWs i tried.
My current one (Reaper) does this too easily (after I finally found that hidden feature after just 1.5 years or so
But if I had to choose the fastest, most fluid method for this that's not named Renoise, I’d probably pick ACID Pro, as it was made specifically for this, with super great workflow that Sonic Foundry did. back in the day.
Only thing is that thing has been neglected for decades and even worse, is now under the wings of Magix.
So actually no recommendation from me

I actually haven't tried too many, at least not to the extent of having more specific tasks like resampling in mind, as I’m no DAW hopper, but the ones I had to leave behind, because they either got discontinued, or obviously had no bright future, could do this.
Reaper is great for this too (at least in my book), but I’m sure other DAWs will be too, as even my ages old version of Sonar was.
If I had to choose something's workflow specifically just for this task, it probably would be Acid though, as it does this in the most intuitive way possibly achievable.
It has it's flaws though (plus the actual time stretching algorithm is most likely still from the 90's and can't compete in no ways with current DAWs, when it comes to sound fidelity) and is probably not a great DAW in most other aspects and I wouldn’t recommend it at it's price point

Renoise has a vst version of the sampler - Renoise Redux.

Another way to do this if you do lots of sample preparation: You can use a dedicated audio editor (Magix Sound Forge, Acon Acousica 7, Goldwave, RX). These all have batch processing if you have repeating tasks. I know many DAW-oriented people do not like this approach, but it has its upsides.
I personally recommend Acoustica 7.

Renoise has been great for samples for many years but other trackers as well since many work down at the sample level, not with terabytes of libraries...
OpenMPT is pretty good & free...I personally dislike it because of it's 'windows explorer' looks and it has full support of the IT format so has all those Impulse Tracker nuances going for it
