Yeah! I'm almost expecting the OP to add that it only happens on certain days of the week, when it rains, depending on the moon.
I once had an issue with a PC that wouldn't restart; only a cold boot worked (power button). After replacing PSU+CPU+MB+RAM (and removing the GPU, and reinstalling the OS of course)... the issue still remained. I can only conclude that the case was haunted.

I have implemented all the suggestions in this thread so far that I am able to regarding Windows/BIOS tweaks except for the few that have noticeable side effects for me that outweigh any benefit they may have.
Going to see what happens over the next week or so, if I do not have any further issues then I guess I call this fixed ?
I am also going to be getting back into audio production soonish so will be using software that uses ASIO again so I hope I may not be back here with further issues then to.
