Audiority makes a free Phase 90 emulation and their Electric Matter (emulating an Electric Mistress) is at a $10 intro price right now. I did a demo clip for the latter in the thread for it here at KVR

Melda Phaser and Flanger are both free, and sound great. The Blue Cat ones are great too. Valhalla also has a free Mod plugin.

The Audiority is really superb.
You can be creative in any right place on Earth, and not only in the wealthiest cities. Bring the world feelings from everywhere, and not only feelings of capitalistic or jail environment.

The Audiority Phase90 sim is seriously good and cheap. Haven't tried the new flanger yet but assume it's also excellent.
Some of the Kuassa stuff is also great for the sale price.

I like the Melda Phaser. Sounds great on pretty much anything:

Surreal Machines Modnetic is on sale at the moment and covers tape delay, spring reverb, bucket brigade chorus / flanger / phaser very well.

I like the Audio Damage ones, especially nice as they've now been made free.
Liquid is a through-zero flanger, Phase 2 a recreation of the Muphase Bi-Tron, both sound great. They also have the Fluid and Vapour choruses which are well worth demo'ing too.

Full Bucket has both for free.
“Brigade Delay” can do chorus and flanger (as well as delay, obviously). And their “Phaser” does.. that.
As for best, that’s largely subjective. So, try a few. They’re free, after all.

imho eventide
both the flanger and phaser
"instant flanger/phaser"
https://www.eventideaudio.com/plug-ins/ ... ger-mk-ii/
https://www.eventideaudio.com/plug-ins/ ... ser-mk-ii/
can be on sale from time to time and be kind of cheap
as for flanger i also like the ada at plugin alliance
https://www.plugin-alliance.com/en/prod ... anger.html
again here with sale and voucher can be in the 14something region
and also BYOME has a nice flanger and phaser
kind of overkill, but also eventually on sale from time to time (i.e..: in the 14something range)...
https://www.plugin-alliance.com/en/prod ... byome.html
actually any more or less nice sounding delay with modulation *should* be capable
of delivering a nice flanger...imho..
