There's also one by Waves and another by Sound Particles

I have the Waves and Sound Particles. Both do a pretty good job, the Waves may be a bit more intuitive.

I 'had' GRM tools 'when I was younger' - have never felt the package compelling value to buy, though it's got cheaper over the years. I recall it having some very unique effects, but that I didn't use much.

Just to add a few more items to the list:

Five years ago Fabien from Tokyo Dawn hinted at a rewrite of Proximity that would include more precise doppler effects, but has not yet come to pass. Supposedly you can use Proximity, as it exists today, for doppler effects but YMMV.

A tutorial for creating doppler effects in NI Reaktor.
