I'm trying to understand by what you mean if the clip stays static. Ableton and Bitwig or anything with a clip based or even step sequencer based workflow will have the timeline scrolling through the clip/region. Those are usually in sync but not directly tied to the arranger timeline. If you mean they stay put on the screen while your arrangement is playing, then the answer is yes Ableton/Bitwig/Logic etc do that already. What you are asking for already exists.

Release Candidate got me there. It's all good. I was trying to describe a dedicated step sequencer not a clip based solution.

not sure what is the best solution, in Reaper multiple MIDI items can be dropped into the same track, all of them can have their own MIDI input effect chain, can have fade in/out curve (just like samples) can see the same Drum map and can be edited together

also pretty usable (+ supports hardware bassed sequencers thx for Moss again + Reaper can use automation clips mixed with standard ones which also very handy)

I believe Tracktion implemented something like this in V 6 or so. It's probably still there in Waveform
