For me, the term [Low CPU Usage] has 3 elements in audio plugins.
Instantiate Time (Loading the plugin and create instance),
DSP (CPU Usage of audio thread),
GUI (CPU Usage when GUI editor is appeared)
Some plugins load really slow while their DSP performance is not that bad

Who wants to put money on the fact that by the time this thread is done, every single plugin you can get your hands on gets a mention?

Don't forget ZynAddSubFX, Synth1, Charlatan, and the FullBucket synths! Odin 2 is also great-sounding, though it is not very CPU-friendly.Surge XT, Tal Noizemaker and Dexed for freebies.

I like to do rigorous testing of CPU usage when checking out synths, and my findings echo some of the synths mentioned in this thread.
If you're looking for the best of the best CPU-wise then I recommend:
Sylenth1
DUNE 2
Viper
Largo

Plenty of great options already mentionned. Most of the praised freeware synths are pretty light on CPU. Most of "old" synths too.
When it comes to sound quality x features x cpu usage, Dune 3, Zebra 2 and Surge XT are hard to beat IMO.

a lakmus test for lower cpu usability.
buy a used surface pro 5 install renoise, or bitwig, then test synths etc.
the most usable ones so far before the cracklemonster comes:
tunefish 4
surge xt
hive 2
sylenth
curve 2
microtonic.
no chance:
chromaphone 3
tunefish is by far the winner here. what else^^. born child of the demo scene

Nothing beats Dune 3 from my experience, especially when considering the quality of sound, filters and flexibility you get.
