Which software fx of host can do that?
Load a synt and its presets and randomize them or morph between them.

Bitwig way be able to do it with the midi grid or even random modulators to CC pre-set selection, it can morph using X/Y pad and layers etc (Live probably can do the latter as well)
X32 Desk, i9 PC, S49MK2, Studio One, BWS, Live 12. PUSH 3 SA, Osmose, Summit, Pro 3, Prophet8, Syntakt, Digitone, Drumlogue, OP1-F, Eurorack, TD27 Drums, Nord Drum3P, Guitars, Basses, Amps and of course lots of pedals!

Bidule can randomize and morph settings of individual presets; just not from one preset to another.
AudioMulch can morph between multiple presets; using it’s Metasurface. Note: not all plugins allow for this, and AudioMulch hasn’t been updated in years so depending on your system...

Not entirely sure if you care more about process or results. But I've been messing around a bit with Cube and think it might get close to what I think you're asking for. It comes with lots of presets and a couple of expansions, but also lets you load up to eight samples per user preset and then mess with them extensively. And it's all about the randomization and mutation. Here's a vid about using your own samples.
EDIT: The choice of samples and manipulations in this vid annoyed the hell out of me, but gave a good demonstration of Cube's abilities, IMHO.
