How to use Surge XT with Sibelius 8

How do I get my Sibelius 8 to detect the Surge XT vst? I also don't see a .dll file in the installation.

Can I play midi files using Surge XT?

If you have a host able to play MIDI files and that supports VST3 (like for example Cakewalk by Bandlab, which is free), you can: https://www.bandlab.com/products/cakewalk
