All companies make both great and not-so-great products. I personally love Softube, but their prices are generally a slight to high. Many smaller indie devs make really good products at super low prices.

Tone Projects has with its two products (Unisum and Kelvin) a pretty high standard.

No. There are companies whose products are very mediocre. All of them. And there are companies which hardly have bad products. You usually know who they are after testing a few of their plugins.

Of course, most companies with mostly great products also have a few mediocre ones. But, they typically don't have really bad ones.
