Cubase and MMCSS problem still relevant today?

Hey guys,
I browsed the forum and saw a thread discussing the problem Cubase was having with MMCSS, that it cannot exploit all the cores in the CPU so you have to install Windows 8.1 or disable some cores, this thread:

Does anyone know if that problem is still relevant today? The thread is new, but the post discussing it made by Steinberg says it's only relevant to version prior to Cubase 10, so I'm confused about it
The reason I'm asking it because I'm thinking of buying a new system with Intel 12900HX and wondering if it's a waste of money

I thought it was only only a problem if you were using 200-odd instances of the same plugin?
