Zynaptiq had some spectral separation stuff.
I never checked it out though. If you just want to be able to do a arbitrary "spectral pan" where each bin of an FFT has its own planner/ balance then there are tons of ways to do that. I'm trying to come up with a use scenario outside of simple Bass narrowing and fun sound design though. What host do you use Mr OP?
