Spinner LE (win only) downloads can still be found through Google.

Eventides rotary plugin is $29 at the minute.

Logic has one built in but since you are asking it's clear that's not your DAW

Ah sorry.

It's a technique (convolution) where a static snapshot of a reverb (or some other effects..) can be made (the impulse response) and loaded in a vst plug-in to use.
