I've just realized that the VSX plugin by Steven Slate Audio has been Apple Silicon native now for a month or so. I asked their support team when they anticipate native support and they replied to me that it's already there. They also list native support on the product page under "Software Specs" at the bottom:

Hello! I found a solution to run D16 Group NEPHETON in my M1, I believe it works for any DAW, but I specifically used Nuendo, Big Sur Macbook Pro 2020 M1. The problem seems to be in the plugin activation window.
What I did - I copied Nepheton.key manually to /Users/[user]/Library/Application Support/D16 Group/Nepheton folder then opened it and it worked. The only limitation is the Options sub-menu in the upperleft of the virtual module, which is also a separate window, just like the activation window (problematic UI), but you will be able to modulate the tones, change presets, etc.
I'm just interested in the separate kit pieces, without internal sequencing (I don't even understand how that works), so I consider it a complete solution for me, but for others these limitations can be substantial (like using a custom midi map for example).
I hope the same procedure works on your machine (and possibly other obsolete D16 products).

I am not a developer and don't work with Steinberg, so this could be completely wrong. Steinberg has been trying to deprecate VST2, so they do not grant any new developers access to the toolkit to build plugins as VST2. Older developers, who already have the dev kit, seem to be able to build VST2 native on Apple Silicon. So some devs still build VST2 plugins and some don't. vst2 is discontinued long time ago , and now its blocklisted in Cubase/Nuendo in Native mode. it seems as if steinberg has given time to developers and users to quickly adapt to the new version of their products that will probably make it impossible to use forever

At this point, VST3 is an absolute requirement, and if you’re already supporting VST3, then VST2 support is redundant and just a waste of resources.
