Is it ok to buy a cpu which I know runs hot? Ryzen 5800X

I’m building a desktop for Cubase 10 Pro (hobby song-writer)
But also will be using for Adobe Premiere (hobby editing)
The CPU I really want is the Ryzen 5800X
Many people online saying how it runs hot, and others advising you can easily reduce the temp to a good level by decreasing the PPT, TDC and EDC in the BIOS.
Each person has their own particular amount which they reduce the PPT, TDC & EDC. So that is for me to experiment with.
Does this sound like an ok approach to deal with this situation? or is it silly of me to be buying a CPU which knowingly runs hot ?

It's hot (equivalent Intel is usually hotter), but manageable if you:
- Use an efficient cooler (Check if it fits the case)
If you want something silent and efficient, Be Quiet! Dark Rock Pro 4
If want something less expensive and smaller, DeepCool AK620
- A case with good airflow (Can improve with more fans)
You can make the CPU a bit less hot by using Curve Optimizer(per core)
and not overclocking.
IF you do the Curve Optimize, better set the "Minimum processor state" to 15%
or more, but not zero.

If you need a thermal paste, get something that is efficient and
durable(avoid Thermal Grizzly) like Thermalright TFX or Zezzio ZT-GF.
It is a very dense paste and to proper apply a small thin layer all over the CPU
or cooler, better use a heat gun or hair dryer, check this video at 12 minutes.
But different from the guy in the video, I would keep the hair dryer on and apply
over the cooler and not over the CPU.

Those who tweak voltages, PPT etc. are enthusiasts looking to squeeze every last bit of performance from the CPU. It's not necessary for normal use.
What matters during normal use is the noise level, which depends on both your cooling (CPU cooler and case airflow) and the fan curves you set up in BIOS. It's not like your PC case itself would hit 90C and start glowing red just because the CPU is running hot. Modern CPUs from both Intel and AMD are designed to work perfectly fine at high temperatures (up to 90C continuously for the 5800X according to AMD) with no ill effects.
One common misconception is that a CPU that runs hotter would cause the room to heat up more. This is a function of the heat output (in watts), not the temperature. If you have two identical CPUs with e.g. 100W TDP, one with a crappy cooler running at 95C and another with a water cooler running at 65C, both would dump exactly the same amount of heat into the room. Only undervolting the CPU so it uses less power would reduce the amount of heat energy it produces. However the amount of heat that a CPU produces (~100 - 140W) wouldn't be enough to significantly heat up a room unless it's a tiny insulated room without any ventilation. Actual space heaters tend to be 1500W.

Can use the Curve Optimizer, but with Precision Boost Overdrive Scalar = 1X
Learn how to overclock and will also learn how to underclock/undervolt.

Anyway, a hot CPU may reduce the life span of the capacitors near the CPU/VRM.

Even if you have the best cooler, it will run like airplane! What I did is simply disabled the "turbo" function and adjusted the cooling to be as quiet as possible. I have this CPU and it is a wonderful one even if you run Windows in Balanced Performance! It is more powerful than my m1 (mini Mac) about 20% but the mini Mac wins because it is completely silent and it runs audio application better than Windows (no graphics drivers shit or interrupted processes). Windows needs to be optimised little so you can have a good experience in music making.
I have Be Quiet cooler and it runs great! Anyway, it is not silent 100%, although I have a good silent case (Fractal Design 5 I think with a very good silent PSU, the same manufacturer). I thought to upgrade the PSU from 650w to 850w due to having new graphic card (nVidia 3070) so I went with DeepCool one which I returned after one week due to noise of its fan! Maybe it is my unit, but I won't purchase any DeepCool product after now! Also, the PSU burned one of my SSD drives! So, I hate it

Aftermarket coolers like the Noctua NH-D15 can keep a 5800X cool without getting too noisy. Of course the cooler itself costs $110+ and is massive, with dual 140 mm fans, so it's a big investment and might not even fit in your case. Those large fans provide a lot of airflow even at lower RPM's compared to the smaller fans typically used on CPU coolers, which have to spin much faster to generate enough airflow. Even at 1200 RPM they provide adequate airflow, and this speed isn't enough to create the high pitched whine typically associated with computer cooling. For this reason you should also stick with cases that support 140mm case fans.
My system is under my desk, in an insulated Define XL R2 case, and I can barely hear it over the noise of the ventilation in my apartment, even at full load (My RTX GPU is another story, it sounds like a hairdryer, but it isn't used while making music).

Good to know! I might consider Noctua next time although it's expensive.
Just checked, mine is cooler master hyper 212x. The be quiet one was in my previous 1600x build which I gave to my sister.
They are both budget coolers cost less than the half as Noctua.
We'll, I'm happy with my pc configuration. I don't need the turbo. It handles all my work, music making and gaming perfectly fine. I use the Mac mini most of the times however these days for music, reading and internet browsing
It's almost as fast as my PC but much cooler and energy saving.

When your CPU runs hot, you are not getting the full advertised performance.
In other words, their published specs are misleading.
I would avoid such CPUs.
You can’t keep a hot CPU cool without noise, and you can’t record and mix in a noisy environment.
Large fans are very quiet when temps and speeds are low. But they will become noisy when they kick into high gear under load. That won’t happen when you’re checking email and surfing the web. But it will happen when you fire up a full mix.

Ryzen 5800X is not that hot really! Well, in my case it is not. It is very cool actually and the fan is almost always silent. It is rare to hit 55C per core!
Ok I found it, it is called "Core Performance Boost" in the CPU Advanced Settings in the BIOS (page 25 in my Mainboard manual Aorus B550). I disabled this option and then adjusted the Fan settings to be silent (page 35). Your BIOS settings might be a little bit different but you can find the same options.

Luckily, we don't have to trust them at all. Plenty of reviews and benchmarks online. You can also get an opinion from other users.
And my opinion would be that you don't need top of the line CPU to get work done. Something like recent i7 or i5 would be just fine.
I mean, how often do you need that kind of processing power that would warrant an extra 500$ on CPU? Because you won't notice a difference in day to day use.
