You posted this in the "Sound Design" subforum. You are aware here at KvrAudio there is a dedicated DSP and Plugin development section? That's where the programmers hang out. Designing Sounds is quite a different craft, using very different tools.

Are you perhaps referring to the Bischoff/Lang paper published in the year 2000 regarding symmetric band reduction that has "Algorithm 807" as a title, but fails at explaining where the title comes from?
If you need to learn these languages, there are public and free courses. I don't think you will find a volunteer take that task here via PM's.
