However I honestly think no matter what you choose you'll be all fine. Everyone writing in this thread have at least 5 times the plugins they need to make a professional mix. If I didn't have GAS I'd simply just use the stock plugins of whatever DAW I'd be using. Now I own almost all of Softubes stuff which is absolutely fantastic, but also too pricy for what can be bought for pennies out there.

I think this topic is not really possible to answer. I'd say there are mixing tools, and then effects separately.
Mixing: EQ, compression, limiting etc
FX: delays, reverbs, flangers, phasers, Wah's etc
If someone were starting out for mixing I'd actually suggest something like Waves Scheps Omni Channel and Plugin alliance Blackbox saturation. I think just this would go a long way for very little cost.
If no budget I'd go all in on UAD, with softtube behind.
FX is a different kettle of fish. I think the tone of fx can be quite down to individuals taste and I'm not sure there's any stand out bundle. There are plenty of great options though. I have great FX from UAD, softtube, eventide, sound toys, plug in alliance, d16, voxengo, ohmforce and there are of course many other great developers making fx.
Although some DAWs have pretty good mixing tools and fx these days. I actually think specialised 3rd party FX are a step ahead of most DAWs FX.
