Doru Malaia's Super Drums 8000 disk has Sleigh Bells and is only $29.00. 8000 high quality samples well worth the money-snares kicks world perc cymbals etc etc.

check the demo tho first he may have the sleigh bells in there.and yes its ok to use them

I was thinking of asking the same question. I searched...and searched...and searched, and ended up with this soundfont (patch number four):
Roland Orchestral Rhythm SF2
Can't find the site I got it from now.
Anti-aliasing is for "synthmonk%ys".

VSL has some great sliegh bells that I used in a christmas tune before. Doubt you want to pay $900 to get 'em though.

One day I took out like 35 bucks and went to a generic music store and bought all the cheapest percussion they had, mostly kids stuff. Jingle bells were one of them, and they sounded fine
