Can someone show me how to set this up in vital

i only need to be shown how to set up the carriers and modulators...the other ones i can figure it out

Since Thor uses oscillator pairs for FM, which is basically FM-synth in itself, you would need more than Vital's three oscillators to recreate this FM setup.
The first Two oscillators can be recreated relatively closely by this configuration:

With the third FM pair you're out of luck. In theory you could use an LFO with a sine waveform in keytracking mode, modulating an oscillator's pitch. But the results of that are way off.

Better to use Odin 2 which is heavily inspired by Thor and more suited to pull that trick off.

man a question, can u tell me what those 2 things i show with arrow means to find out what i need to do in ODIN 2 for that

The upper arrow points to the amplitude modulation of OSC1 by the output of OSC2. You can achieve that via the modulation matrix. Set Oscillator 2 as source, Oscillator 1 Volume as destination and the amount is basically what the slider does and can be modulated by using the scale column in the mod matrix.
The lower arrow points to oscillator synchronization. That means when Osclillator 1 has completed it's waveform, it also retriggers Oscillator 3. In Odin not all Oscillators are capable of sync, only AnalogOsc, WavetableOsc, VecctorOsc, ChipTuneOsc, WaveDrawOsc, ChipDrawOSC and SpecDrawOsc. The slider in Thor controls how smooth the retriggering is applied. It has no equivalent in Odin.
Attached is a Odin-simple patch, with Osc2 amplitude modulating Osc1, and Osc3 synced to Osc1. It should be easy enough to analyse, so you can see what to do. The rest is experimentation.
