I'm looking for some drum loops that have cropped up in a lot of tracks from the early 90s to the early 2000s, a few examples linked below:

(7:21)

Do any sample packs exist for these, or better, what technique was used to make them?
Any advice would be greatly appreciated

Look for amen / think / worm / helicopter break samples. These are some of the most popular ones, off the top of my head (at least for DnB, but I'm pretty sure they were used extensively in other electronic genres).

in addition what others mentioned:

the first loop should be: Bobby Byrd - Hot Pants (bonus beats) - but highpassed
often it is a classic drumbreak, cut to slices and then rearranged - and maybe highpassed if you want only the shakers etc.

DNB but the technic should be the same for every style (just one example of many videos on youtube):

Google "breakcore is not a good way to get laid". Strange I know, but it will lead you to an insane sample pack of breaks collated by NastyNasty. Not very well organised but so many great sounds in there.

Have you checked on Splice? They have tons of packs with samples like these.

Dude i love you. Amazing site with so many classic drum breaks!! I have a bunch of breaks but onthis site there are tons i have never seen before
