...owning the 1st one from the newfangled audio effect bundle I'm just wondering if the 2nd would be or not a useful addition to it ?

I have both. I use both. They are examples of the same thing but done slightly differently. I have a number of transient processors because each does the job slightly differently. Like most categories of plugins, you only really need one but if you can afford more, you'll have more choices. It becomes a person choice to have more or less. I find Punctuate to be more heavy handed and more of an added effect that can be quite effective. Spiff is more gentle, I find, and better for a more natural transient processed sound. I find Spiff easier to use. It would be reasonable to have both, or either.
