Is there a way to warp/timestretch/sync video to timeline?

Like how we can warp a freestyle audio to the timeline, I want to warp a video (with freestyle performance) to a timeline. I know Reaper has some capability like this, but is there a proper app for it?

I would try to do it in DaVinci Resolve. Its not as critical as warping audio, its a simple slow motion fx…

Whatever application you use to do it:
it's probably the easiest way to start by settting markers in the video-clip(s) which indicate frames that you want to be in sync with certain bars/beats...

DaVinci Resolve is good and free. Where I would start too. Definitely could be done in After Effects or Motion. Not sure if they call those keyframes, what Jens is referring to, but that's the term I'd use to start my search.
