Help setting my libraries in Ableton Live

Here are my current settings. What is the difference between Library and Plug-gins folders? For example, I want to put all of plugins in the /Volumes/Media/Libraries/Plugins folder. I have installed a punch Thenatan plugins but it's not showing up in the /Volumes/Media/Libraries/Plugins folder. I'm not sure exactly it's store in my hard drive but it seemed to show up in Ableton's Plug-ins browser folder.
