How can I change the phrase properties on a track- and generator-level?

The phrase library is your best friend. Just set up a phrase with the properties that you are happy with and then save it to the library.
You can not change properties on multiple selected phrases. There is no way of RC knowing that the phrases are the same, so, it has to default to not allowing that.
