In Equinoxe 5 in this video the sound comes in first at 34 seconds. It has a kind peeooowww sound to it.

I have tried oscillator sync with a low pass filter - this gets me close but its not the same

any help would be gratefully received.

Could you post the sound you have as your starting point? Would clarify what you're after...

Are you using a phaser? If you have one, that might help (valhalla Delay has some slow phaser presets if you have it). But you can also try sweeping a notch filter or a notch on an EQ. Maybe a formant filter set up (multi-peak band pass kind of thing).

Oh, that last one works quite well. I used EQ8 in Live, pulling the high-pass and low-pass sides a bit closer together. Then creating three peaks that I just randomly spread out. Then selecting all band points (5, the three peaks and the high-pass and low-pass), I dragged it back and forth over a bass sound that had some high-end buzz to it.
Doing nothing is only fun when you have something you are supposed to do.

LFO set to square wave, 10 Hz or so, modulating a single VCO freq? And an envelope generator or yer pitch wheel moving the freq slowly up & down...
