Note the two concentric rings. The middle ring, called "Delay Offset" is the main division of the delay going from 50% to 200%. If I select the little not symbol and set it to dotted I only found it to be global and I didnt find the option to set it for each channel??
Then the outer ring, called "Delay Time Pan", is the ring you use to offset the left and right channels.
So if you want the left to play 1/4 and right to play 1/8th dotted you need to set it like this:
1) Select quarter note as the main divisor
2) Set the main middle ring "Delay Offset" to 75% (this gets you dotted 8th notes)
3) Set the out Delay Time Pan ring to Left 133% (this gets you quarter notes on the left, while keeping dotted notes on the right).
Easiest is to simply do this:
1) Select quarter note as main divisor
2) Double click the 'Right' box below the rings on the right side and type 'dotted', or simply 'd' into the box. Hit enter. Done.
This will automatically set all the controls as you need them. You can also write into the box triplet or 't' and it will automatically always put triplet as the division.
I highly recommend keeping the "Show interactive help boxes" ticked (should be on by default) and reading the short help tutorials that pop-up in the upper right corner when you hover over any controls.

Here you can download a bunch of my presets for Timeless 3. I just made a simple preset (starting from the default) that has a quarter note on the left and dotted 8th note on the right, as you asked. It's called "Basic Quarter and Dotted 8th" and can be found in this pack.
