I wish I had caught this when he posted it, but Graywolf2004 is correct: BlueArp does actually have an input quantize mode. You also use it just for its force to key/scale function. What a great plugin!

It's not possible to fully quantize live midi input in a plugin. It is possible to quantize too early events to the required quantization grid but not late events unless we would delay the triggering of the event on the next quantization grid position which is most likely not the desired result.
If there would be ARA type of mechanism for non-realtime MIDI it would awesome.
It's better to use quantization functionalities of the DAW.
