Arpeggiator VST to recreate The Who's Eminence Front?

I'm not sure if this is the correct forum for this, but for some reason over the past few days, I've become fixated on trying to recreate the arpeggiator intro to Eminence Front, without success.

The best clue I've been able to find is this video:



The problem is, none of the arpeggiators I've tried have the NOTE RPT or OCT RPT (I assume those are Note Repeat and Octave Repeat?) settings shown in the video.

Does anyone know of any (preferably free) arp plugins that might have the necessary features?
