To answer the titular question which, of course, I find titilating in a very school boy way, it's because people are idiots and you can sell them anything if you find the right angle. In this case it's nostalgia, which is very big in music these days because contemporary music has largely been rubbish for some time now. That makes it an easy sell.

Back in the 90's a lot of that "lofi sound" was caused by low sample memory in affordable samplers. Kit like the Cheetah SX16 had only 512kb of sample memory, so people sampled at very low sample rates to fit more in. I think my Roland S-550 had a 1 mb. It was great when the Yamaha A3000 came out with 120MB RAM and the possibility of adding a HDD.
