Working with 32bit FP audio and compression/levels

How to do this, that and the other. Share, learn, teach. How did X do that? How can I sound like Y?

When pulling up a recording I've done in 32bit FP /96khz, I tend to normalize by using the EBU R 128 setting, I then play around with compression to bring the peaks down but I've got a couple of questions.

1. In general, does it matter if you get peaks in the red every now and again as long as there is no distortion or do you need to push everything down so it doesn't go over 0db?

2. I notice my integrated LUFS hit a max of around -23 and quieter parts are naturally lower, so should I aim for the overal sound to be around my target -23 LUFS or leave the loudest parts at -23 and leave the quieter parts, quiet?

3. Sometimes if I find that compression isn't helping and maybe I'm not able to control the peaks without applying too much compression, I may then opt to use a limiter, but I see the peaks get chopped off, have you found this to be detrimental to the sound?
